People in communities are the heart of Maryland

The Community Services Administration (CSA) provides services to assists individuals and families in crises and transition. The programs within CSA aggressively pursue opportunities to help people in economic need, increase prevention efforts and protect vulnerable children and adults. Sevices are delivered through a broad based network of more than 200 diverse partners — community and faith based organizations, local departments of social services and other state and local agencies.

Office of Adult Services (OAS)

Through partnerships with families, communities, businesses and public agencies, the Office of Adult Services assists vulnerable adults, the elderly, adults with disabilities and their caregivers to improve their quality of life. (410) 767-7725 http://www/dhr.state.md.us/oas

Office of Community Initiatives (OCI)

Administers and directs community-based programs aimed at strengthening individuals and families by collaborating with local departments of social services, community organizations, the faith community, and other governmental agencies to develop innovative programs and strategic partnerships and acquire resources for areas of need. Office of Transitional Services (OTS)

Works to end hunger and homelessness through a comprehensive network of quality community-based services. OTS coordinates the provision of food, emergency and transitional shelter, and housing support services throughout the state. This office provides staff support to the Interagency Council on Homelessness and spearheaded the development of Maryland’s Ten-Year Plan to Make Homelessness Rare and Brief. Maryland Office for New Americans (MONA)

Eases the transition of refugees to America by providing such adjustment services as English language instruction and employment services. MONA also promotes citizenship for immigrants and serves as a resource to the Governor and General Assembly on refugee and immigrant policy. (410) 767-7514 http://www/dhr.state.md.us/mona.htm

Office of Home Energy Programs (OHEP)

Provides benefits and services to help low-income families, with income below 150% of the poverty guidelines, cope with high energy costs. OHEP administers both the Maryland Energy Assistance Program (MEAP) and the Electric Universal Services Program (EUSP). Applicants use one form to apply for both programs. MEAP provides benefits for heating and cooling costs for all energy sources. EUSP is for electric customers and provides: a one-time payment for past due bills; annual electric bill payment benefits; and, for high electric users with the lowest income, energy efficiency/conservation services. 1-800-352-1446 http://www.dhr.state.md/meap

Maryland Legal Services Program (MLSP)

Dedicated to providing quality, cost-effective legal representation in court proceedings for Children in Need of Assistance and Termination of Parental Rights cases. Legal counsel is also provided for indigent adults in Adult Protective Services Guardianship proceedings. MLSP ensures that those individuals who are being represented are afforded their full rights, entitlements and protection under Maryland State law. (410) 767-7858 http://www.dhr.state.md.us/legal

Office of Victim Services (OVS)

Meets the crisis needs of victims of domestic violence, rape and sexual assault, child abuse/assault, and victims of other crimes including homicide, robbery, hate/bias, gang violence, DUI/DWI and federal crimes. Services are offered statewide to victims and their families through a comprehensive network of community based programs. Services include counseling, shelter, legal assistance, court and medical accompaniment, abuser intervention and community education programs.
